Heists, stealth stings and frames, ambush busts, intimidation on criminals and smuggling ops would be factored in the story, as well as some police work/harassing the locals minigames (not original, IIRC early GTAs and Saints Row 2 did COPS segment spoofs). Your various cops involved in the racket choose whether to keep status quo and weather the FBI investigation, consolidate (murder/set-up or rat their own) or quash the whole operation (noble or greedy ends). Early into the campaign they discover by chance a fallen comrade in a shady night bust the player participates in was wearing a wire, and the paranoia amongst themselves spirals from there. You would alternate among a group of crooked cops (the Blues) of Delta City - the true biggest criminal enterprise in the city who protect and serve themselves, much like the New Orleans PD was said to be. One was GTA: Delta City Blues, a new city being based on New Orleans and the bayou country, with touches of Houston and Atlanta, and the area pitches itself as a rival to Vice City.
